GAY RIGHTS ORGANIZATIONS ARE HAILING THE OBAMA'S ADMINISTRATION MOVE TO WORK WITH COUNTRIES ON L-G-B-T RIGHTS.
THE WASHINGTON-BASED HUMAN RIGHTS CAMPAIGN SAYS THE EFFORT IS A POSITIVE FIRST STEP.
MOULTON says, "The administration's been doing quite a bit on the international realm of L-G-B-T issues. Secretary Clinton's shown a lot of leadership, the president has spoken about this before. It's another step forward, more of a formal step expressing for the government to consider this part of our broader human rights agenda as a country."

MOULTON says, "We're very pleased that this is a further demonstration of the administration and Secretary Clinton's commitment to L-G-B-T rights as part of the U-S' mission abroad."

MOULTON says, "There's a lot of room for improvement in a lot of countries on our issues and I think this is going to help us as a country. The moral force of the United States can be brought to bear to try and improve that in a lot of places."
THE WHITE HOUSE SAID THE DECISION WAS ESSENTIAL TOWARD ATTAINING GLOBAL HUMAN RIGHTS.
